Beliau berkata, sumbangan daripada peruntukan Ketua Menteri itu diberikan selepas tersentuh melihat kesungguhan The Lighthouse yang dikendali NGO Penang Office for Human Development (POHD), serta keadaan golongan gelandangan di sana. "Memberi makan adalah perbuatan yang sangat mulia. Saya sangat tersentuh dengan 'soup kitchen' di sini dan tempat lain, sama ada yang dikendalikan pertubuhan Katolik, Muslim, atau Hindu yang membantu memberi makan kepada golongan yang tidak mampu. "Ini adalah usaha yang sangat mulia. Kita melihat mereka seperti insan, mereka berhak untuk diberi makan, terutama oleh badan-badan amal seumpama ini," katanya dalam sidang media di sini. Sehubungan itu, katanya lagi, beliau tidak memahami keputusan kerajaan persekutuan baru-baru ini yang ingin menghukum dan mendenda badan-badan yang membuat kerja amal seperti ini. "Mereka perlu dipuji dan dilindungi, bukan dihukum dan didenda," katanya lagi. Guan Eng sempat meluangkan masa membantu mengagihkan makanan di sini di sebalik jadual padatnya berikutan sambutan ulang tahun ke-6 pengisytiharan George Town sebagai Tapak Warisan Dunia UNESCO yang jatuh pada hari sama. Beliau juga dilihat gagal menahan air matanya sewaktu melihat para gelandangan menikmati makanan yang diberikan. The Lighthouse yang terletak di Jalan Penang menerima kunjungan tanpa mengira kaum dan agama, malah menyediakan makanan menurut kepercayaan agama masing-masing, antaranya dengan tidak menghidangkan babi dan lembu. "Ini sangat menghormati golongan gelandangan. Adalah sangat penting untuk kita mengangkat maruah mereka, selayaknya sebagai manusia," kata Guan Eng lagi memuji tindakan itu.
